Mobilising resources and building appropriate institutional capacity have become critical for successful implementation of local economic development initiatives and the provision of services.Item A Critical Assessment of Twinning in the Department of Agriculture, Eastern Cape Province (1996-2005)(University of Fort Hare, 2008-04) Lwanga-Inga, IvanThe Department of Agriculture in the Province of the Eastern Cape has twinned with a number of countries since 1996, the latest being Spain in 2005. There is a total absence of how twinning and the projects therein has performed thus far. Without this sort of information, it is impossible to determine the usefulness of such programmes within the department.Item A critical evaluation of the role of community development workers (CDWs) in enhancing service delivery in local government: A case of Baffalo Metropolitan Municipality.(University if Fort Hare, 2013-01) Ndudula, NosisaThe introduction of Community Development Workers (CDWs) by the government into the service delivery chain without proper consultation with the relevant stakeholders has created many problems and challenges at the local sphere of government. The Community Development Workers Programme (CDWP) was launched without a proper institutional framework arrangement to cater for CDWs at the municipal level. Worse more the CDWs were deployed to operate at ward level without consultation and deliberation with inter alia the Department of Local Government and Traditional Affairs, municipalities, ward committees and councillors.Item A Review of thr Employee Assistance Programme (EAP) in the Eastern Cape Region of the Pepublic of South Africa Between the Years 2000-2005. (A Case Study of the Department of Agriculture)(University of Fort Hare, 2007-11) Musoke, Aloyisuis KayongaThe main objective of the research was to review the implementation of the Employee Assistance Programme (EAP) In the Department of Agriculture of the Eastern Cape Province. According to the Public Service Regulations, the government has a duty and responsibility to deliver services to all its citizens. It however follows that the level of service delivery that such citizens has an irrevocable right to depends a lot on the maintenance of a healthy civil service workforce.Item Alignment of the Eastern Cape department of local government and traditional affairs strategic plan with Alfred Nzo district municipality integrated development plan for effective municipal service delivery (2007-2009).(University of Fort Hare, 2013) Sogoni, Vuyiswa GertrudeThe study focuses on the relationship and interlinkage between Department of Local Government and Traditional Affairs (DLGT A) strategic plan and Integrated Development Planning (IDP) for Alfred Nzo District Municipality. A provincial Plan should seek to address the needs of citizens within its jurisdiction. To this end, municipalities are directly responsible for service delivery. Provincial plans should guide what municipalities do, in this case DLGT A plays a supporting role in the duties and objectives of Alfred Nzo District Municipality. The DLGT A is not service oriented; it coordinates and ensures that sector departments intervene and provide their relative or relevant services to the municipalities. The study found that the DLGTA strategic plan is not directly linked to Alfred Nzo District Municipality IDP which they seeks to achieve a different constitutional mandate. The time frames within which Alfred Nzo District Municipality and DLGTA develop these two plans are different. This makes it practically impossible to have an integrated and coherent service delivery between the two spheres of government. It is recommended that the timing for the formulation of the two plans should talk to each other. Also, municipal officials should be involved in the formulation of the DLGT A strategic plan and vice versa. This would contribute to a positive relationship between the two plans. These transformations have all been aimed at making local governments more responsive to the needs and expectations of the citizens they serve. The transformations took centre stage in 1998, when District Councils were established through the enactment of the Local Government Act no. 42 of 1998. Councils (Local Governments) are the spheres of government, situated closest to the people, and considered to be in the best position to provide effective and efficient public service delivery. The assumption is that the establishment of District Councils has apotential to positively impact on service delivery in Malawi. This study, therefore, analyses the impact of Chiradzulu District Council on public services delivery from 1998 to 2010.Item An analysis of community development challenges in three selected villages of Keiskammahoek between 1994 and 2014(University of Fort Hare, 2015) Rawuza, Khangelani WeglandSince the dawn of democracy South Africa has been striving forward in its pursuit to change lives of its citizens for the better. History has revealed that large numbers of people benefited in the programmes the country has set up to improve the living conditions of all people with special emphasis on the previously disadvantaged sections of our country. The country prides itself for the achievements that have been experienced since the first democratic elections in 1994 when the country chose democracy as its badge and a rainbow as its symbol. People from all corners of the country have abandoned their differences, came forward and embraced one another wholeheartedly and united in a shared vision for national progress on an increasingly competitive international stage.Item An analysis of service delivery challenges in the Eastern Cape Province of South Africa: The case of Mnquma Local Municipality(2005-2010).(University if Fort Hare, 2011-09) Cakata, Ntsikelelo WilberforceSince the adoption of the Constitution of the Republic of South Africa, 1996, which identified the three spheres of government as distinctive, interrelated and interdependent, the local government sphere has been seen in many parts of the country to be failing to fulfil its mandate of delivering essential basic services to local communities. The Province of the Eastern Cape has been particularly challenged in this respect with, for example, only nine of the 45 municipalities managing to get financially unqualified audit opinions in the 2009-2010 Auditor-General's report. Numerous reasons have been postulated for the failure of local government in the Eastern Cape and one of the reasons cited is gross corruption, which according to Kanyane (2009:77) has disoriented the ambitions of the democratic government to reconstruct and develop the country for a better life for all.Item An analysis of tools and strategies used to promote local economic development in Mnquma Local Municipality.(University if Fort Hare, 2014-02-03) Tsipa, NobulaliThe South African government over the past decade has spent over a billion in development initiatives to alleviate poverty, develop its people and the infrastructure as well as skills development. All these initiatives are done to promote development in our citizens for a well-developed country for if the people of the country are development oriented then the country's economy can gain stability as income will be generated within the country and the active flow of money will be enhanced. The South African government therefore has tools and strategies in place to promote development and skills training for the people, especially those who live below the economy line.Item An assessment of public participation strategies in the provision of water in Malawi:The case of Blantyre water board.(University if Fort Hare, 2011-05) Khomba, Grace Precious KasimiraThe key focus of this study is the assessment of the effectiveness of public participation strategies in the provision of water in Malawi, through the case study of the Blantyre Water Board (BWB). After a thorough literature review, it has been noted that this is the first research of its kind in the analysis of public participation as a social problem facing water users in Malawi. The provision of water is a basic right for every citizen and it is the responsibility of the government to ensure that each and every Malawian has access to clean water. This being the case, it is also a constitutional right for every citizen to participate in the water related activities and decisions affecting them. It is also the responsibility of water utilities to allow water users access to information as only an informed public is able to make informed decisions regarding their needs.Item An assessment of socio-economic impact of microfinance on small micro enterprises {SMEs) at the District of Alfred Nzo Municipality in the Eastern Cape(University of Fort Hare, 2010) Dzingwe, Peleka PathekileMicrofinance is not a new phenomenon. Its origin can be traced back to 1976, when Muhammad Yunus set up the Grameen Bank, as experiment, on the outskirts of Chittago University campus in the village of Jobra in Bangladesh. Since then several countries with South Africa inclusive came up and piloted microfinance strategies like Khula and SAMAF in an attempt to reach the poorest of the poor. South African Khula and SAMAF microfinance strategies are distinct replica of Grameen Bank in terms of their methodology and are microfinance wholesalers. The adopted strategies are the agencies of the Department of Trade and Industry who then sell their services to microfinance institutions that are mostly serving SMEs situated in rural areas.Item An assessment of the challenges to housing delivery in the Engcobo Municipality- Eastern Cape(University if Fort Hare, 2014) Jiyose, LamlaThe intention of this study was to examine the challenges facing housing service delivery and its impact in Ngcobo Municipality. The study was also focusing on the factors that prevent/hinder the delivery of houses in Ngcobo. In this process the role of the different stakeholders has been identified and it became apparent that the spheres of government do not always complement each other or plan together. There was not a single window of co-ordination and this has resulted in a lack of support by National and Provincial government to the local sphere. The role of politicians and government officials and their lack of understanding of government policies has led to poor housing service delivery. In some instances their inability to work as a collective created tension and a lack of trust on the part of the community.Item An Assessment of the Impact of teh Democratisation of Public Management Approaches Through Municipal Service Partnership on Local Economic Development in the Chris Hani District Municipality(University of Fort Hare, 2007-12) Nyama, LennoxLocal Economic Development and Integrated Development Planning are as being inextricably linked. It is critical to ensure that the planning and implementation of a municipality's LED activities are carefully co-ordinated and initiated within the context of the municipal IDP. This is because the IDP is mechanism used to co-ordinate LED with other development strategies adopted by the municipality, so it is essential that LED planning should be closely linked to the IDP to avoid duplication of services. It is suggested in this research, that IDP's assist in promotion of socio-economic development.Item An evaluation of the Agricultural sector as a tool of local economic development: A case study of Keiskammahoek in Amahlathi Municipality.(University if Fort Hare, 2012-11) Rulashe, TandoThe study will be conducted in Keiskammahoek a rural small-town in the Eastern Cape, a province which is considered the poorest in the Country. The researcher wishes to explore new ideas that would see the agricultural sector of the town contributing positively to the economy of the town. This study will also seek to explore various means on "How Can The Agriculural Sector Play A Positive Role In Boosting Local Economic Development In Keiskammahoek?" The study assesses whether LED interventions, especially agricultural programmes, improve the livelihoods of poor communities in the Amathole District Municipality. Data was collected by use of both qualitative and quantitative research methods through interviews and questionnaires, respectively.Item An evaluation of the impact of the implementation of legislation on service delivery in selected municipalities within the Eastern Cape Amathole District (2000-2007)(University of Fort Hare, 2008) Pakade, Nosizwe PampiliaImpact is the effect or influence that an event situation has on someone or something. If legislation is impute in local government machinery, services delivery should be the output indicative of the legislation. Evaluating service delivery as witnessed day by day and heard of from the media determines how good, useful, or successful legislation is. Evaluation therefore does not involve looking into compliance only, but performance as having been impacted by the former.Item An evaluation of the implementation of free basic services as a poverty alleviation programme in Amahlathi Local Municipality:2008-2011 {EASTERN CAPE)(University if Fort Hare, 2011-04) Fuku, Luthando CamagwiniThe primary focus of this study is to evaluate the impact of free basic services (FBS) implementation with special reference to Amahlathi Local Municipality. FBS is one of the poverty alleviation programmes that are on centre stage of cushioning the poor against vulnerability. The implementing organ of this programme lies with local municipalities, because of being in the centre of services delivery. The role played by the national sphere of government in this regard, is the funding through the Equitable Share allocation and formulation of National Policies that will guide the FBS implementation process. The provincial tier of government should provide the hands on support to municipalities to ensure that, all the necessary systems are in place for rolling out FBS and assist municipalities to unlock the blockages experienced during the FBS implementation process.Item An Evaluation of the Role of Trade Unions in Promoting Good Governmence and Service Delivery in Selected Municipalities within Ukhahlamba District in Eastern Cape (2000~2005)(University of Fort Hare, 2008-11) Mokhatso, Nthati B.BThe main objective of the research was to· evaluate the .role of trade unions in promoting good governance and service delivery in selected municipalities within Ukhahlamba District in the Eastern Cape. Government has a responsibility of rendering services to all citizens as stipulated in the Public Service Regulations. Trade unions are the stakeholders whose members are directly active in rendering these services. However, the quality of services rendered and the adherence to good governance are dependent on the role these trade unions play.Item An examination of the impact of the Standing Committee on Public Accounts {SCOPA) on financial management of the Eastern Cape Department of Education(University of Fort Hare, 2009-11) Hlohlo, Mgcini CollinFor many years, poor financial management has been a major challenge facing the Eastern Cape Department of Education. Reports from the Auditor General reflect a Department plagued by poor financial management, lack of internal control systems and poor service delivery. This state of affairs continues to exist despite the fact that SCOPA has consistently discharged its constitutional responsibility of overseeing the financial performance of the Department of Education.Item An exploration of the role of community public private partnerships (CPPP) in local economic development in Keiskamahoel Diary enterprise in the Eastern Cape Province(University of Fort Hare, 2016-06-10) Bungu, BuyiswaWhen government partners with communities, and the private sector, deliberating on matters that are aimed at advancing the local social-economic conditions, that is defined as Local Economic Development (Gqezengele, 2014). The municipalities are obligated by the Constitution of the Republic of South Africa (1996) to manage the process of Local Economic Development (LED) in order to stimulate social and economic development. Enriched capacity of municipalities to exploit economic prospects for sustainable employment and enterprise growth will lead to the successful and improved welfare of communities around South Africa (SALGA, (2011 ).
