There is a total absence of how twinning and the projects therein has performed thus far. Without this sort of information, it is impossible to determine the usefulness of such programmes within the department.Item A Review of thr Employee Assistance Programme (EAP) in the Eastern Cape Region of the Pepublic of South Africa Between the Years 2000-2005. According to the Public Service Regulations, the government has a duty and responsibility to deliver services to all its citizens. It however follows that the level of service delivery that such citizens has an irrevocable right to depends a lot on the maintenance of a healthy civil service workforce.Item Alignment of the Eastern Cape department of local government and traditional affairs strategic plan with Alfred Nzo district municipality integrated development plan for effective municipal service delivery (2007-2009).(University of Fort Hare, 2013) Sogoni, Vuyiswa GertrudeThe study focuses on the relationship and interlinkage between Department of Local Government and Traditional Affairs (DLGT A) strategic plan and Integrated Development Planning (IDP) for Alfred Nzo District Municipality. A provincial Plan should seek to address the needs of citizens within its jurisdiction. To this end, municipalities are directly responsible for service delivery. Provincial plans should guide what municipalities do, in this case DLGT A plays a supporting role in the duties and objectives of Alfred Nzo District Municipality. The DLGT A is not service oriented; it coordinates and ensures that sector departments intervene and provide their relative or relevant services to the municipalities. The study found that the DLGTA strategic plan is not directly linked to Alfred Nzo District Municipality IDP which they seeks to achieve a different constitutional mandate. The time frames within which Alfred Nzo District Municipality and DLGTA develop these two plans are different. This makes it practically impossible to have an integrated and coherent service delivery between the two spheres of government. It is recommended that the timing for the formulation of the two plans should talk to each other. Also, municipal officials should be involved in the formulation of the DLGT A strategic plan and vice versa. This would contribute to a positive relationship between the two plans. The study gives further in-depth recommendations thereof.Item An Assessment of the Impact of teh Democratisation of Public Management Approaches Through Municipal Service Partnership on Local Economic Development in the Chris Hani District Municipality(University of Fort Hare, 2007-12) Nyama, LennoxLocal Economic Development and Integrated Development Planning are as being inextricably linked. It is critical to ensure that the planning and implementation of a municipality's LED activities are carefully co-ordinated and initiated within the context of the municipal IDP. This is because the IDP is mechanism used to co-ordinate LED with other development strategies adopted by the municipality, so it is essential that LED planning should be closely linked to the IDP to avoid duplication of services. It is suggested in this research, that IDP's assist in promotion of socio-economic development.Item An evaluation of the impact of the implementation of legislation on service delivery in selected municipalities within the Eastern Cape Amathole District (2000-2007)(University of Fort Hare, 2008) Pakade, Nosizwe PampiliaImpact is the effect or influence that an event situation has on someone or something. If legislation is impute in local government machinery, services delivery should be the output indicative of the legislation. Evaluating service delivery as witnessed day by day and heard of from the media determines how good, useful, or successful legislation is. Trade unions are the stakeholders whose members are directly active in rendering these services. Case study of Amathole District Municipality.(University of Fort Hare, 2015) Nyangiwe –Ndika, WelekaziThe primary concern of the study is to examine leadership challenges confronted by women leaders in Eastern Cape municipalities. International organisations has made a number commitments encouraging gender parity and eliminating imbalance against women in the past three decades, through international platforms. In the World Summit held in 2005, it was recommended that a Platform for Action (1995) and the resolutions of the Twenty Third special session of the General Assembly as a crucial baseline in attaining then internationally agreed development goals, as well as those contained in the Millennium Declaration. (www.ilo.org) In the above forums national decision makers worldwide were urged to apply strategies and programmes which would improve gender fairness, in leadership positions, giving women complete and comparable share in economic, social, cultural and political decision-making as men. South Africa as a role player in the international space also joined the world in endorsing various programmes and strategies which seek to address gender parities and strive to eliminate women oppression especially in public sector.Item An analysis of leadership & management challenges facing school principals In circuit no.12 of the King William’s town district of the Eastern Cape Province.(University of Fort Hare, 2012) Ngangelizwe, Nomakaya OrriendaWithin the South African context, because of political and social changes and the influence caused by these changes on educational structures, the new and high demands are required from school principals. Principals now find it necessary to make choices and take decisions .Unfortunately they are not equipped sufficiently to make careful decisions in meeting constitutional demands (Niehaus & Myburgh, 1999). According to Evans (1997:20) (as cited by Schoeman, 2006) the establishment of suitable institutions is sufficient in keeping a free and democratic society, world events (fascism in Japan, Italy, Germany,1920s-1930s;cold war in Europe, 1940s-1980s are there to remind us that even the best –designed institutions are not sufficient. A free and democratic society is dependent on knowledge, skills and virtues of its citizens (IDASA 1999:2). Brown and Duku, 2008 contend that when SASA was introduced, it was of the idea that it would create a new school governance landscape (Naidoo, 2005). Criticisms are blaming the SASA for the tensions that exist in school governance. SASA is viewed as steeply middle- class in identity and is accused of normalising parental participation in school governance in middle-class terms. Another criticism is on the assumption that parents should have the resources and time to spend on school activities (Dyer &Rose, 2005; Fakir, 2003; Sayed & Soudien, 2005). When criticisms against this Act were taken stock of in the context of socio-economic realities of many communities in rural locations in SA, it is difficult to disagree. The report of the Ministerial Review Committee cited socio-economic related difficulties as paralysing how parents participate in school governance in rural communities (Ministerial Review Study, 2004).Item An analysis of the efficacy of placing ailing municipalities under administration: a case of Mnquma Local Municipality in the Eastern Cape(University of Fort Hare, 2015) Twalo, NondumisoThis research conducts an examination of the efficacy of placing municipalities under administration with the overriding objective of determining the appropriate strategies that can be recommended for improving governance in municipalities. In a bid to achieve this overriding objective, the entire research process was guided by the research objectives and questions that examined; tools used to evaluate the success of provincial interventions, governance of Mnquma Municipality pre and post the intervention strategies which are used for improving municipal governance. Although the secondary research was accomplished through the review and analysis of the relevant literatures and theories, the qualitative research approach was used in the primary research process. The findings of the study indicate that achieving effective municipal governance in South Africa is far from being attained. In terms of the principles for effective governance, the study reveals that the effective implementations of good governance principles in municipalities is marred by factors that include; poor definitions of terms of reference of intervention processes, poor definition of what poor governance in municipalities, lack of evaluation tools for intervention and a process that is highly dependent on subjectivity which subjects it to undue external influence. In the discussions, it was argued that this subsequently contribute poor working environment, non-improving municipal governance, lack of commitment and non-improving quality of service delivery. However, it was noted that there is still ineffective applications strategies which can be used for improving municipal governance in South Africa. While considering the primary and secondary findings of the study, it was recommended that despite all the contrasting views on the intervention, there was a lot of common ground on the strategies that could be used to improve municipal governance which should be implemented in municipalities.Item An analysis of the human resource development strategies for local government: a case of Buffalo City Metropolitan municipality.(University of Fort Hare, 2016) Ncube, NosizoHuman resources are the most important resource in an organisation; they are the ones that provide talent, skills and effort that make organisations what they are. The same applies in local government, even more so because, without human resources the government cannot carry out its mandate. An organisation’s success and effectiveness therefore lies in the people that make up and work in the organization. This study sought to review the human resource development strategies and their impact on local government performance with specific focus on the Buffalo City Metropolitan municipality. The study had an analysis of the legislative framework that gives guidance to the development of skills in local government. It also went on to look at the strategies that are used in local government for human resource development and the challenges that local government municipalities face when it comes to development and implementation of their strategies. The challenges were varied and seem to undermine their efforts; from failure to develop municipal HRD strategies to issues of implementation such as inadequate budgets. The study revealed that the BCMM is one of the municipalities that do not have a specific human resource development strategy but uses a variety of HR strategies to develop its workforce. It was also found that even though the municipality has adequate budgets to implement HRD programs it does not have a mechanism for assessing the impact of these programs on performance. Their performance management system is under the process of implementation hence it is not yet fully functional, so the municipality implements a number of programs but is lacking in terms of return on investment. The study employed the qualitative research approach, which comprised of the use of the analysis of official municipal documents and interviews with key informants from the human resource development personnel as a method of study. The researcher went to greater depths in analysing documents that contained the relevant information to answer the research questions and objectives.Item An analysis of the implementation of the Indigenization Economic Empowerment policy in Zimbabwe.(2016) Nyathi, TrezahThe anchor of this research was to analyze the implementation process of Zimbabwe’s IEEP. Implementation of policy has been the Achilles heel of most African countries it has been proven that it is a disease of the continents. In this research the focus is on analyzing what happened between the tabled idea and the implemented policy, this is because the implemented policy had a tremendous contradictory impact to the world as it disempowered the investors in an attempt to economically empower its citizens. The tabled idea was great it had its own flows because it lacked clarity in some of its definition and the goals, objectives and how the policy were to be implemented are not clear there is basically lack of clarity pertaining to the policy. This study made use of two theories the Top- down approach and the politics and administration dichotomy, these two theories are in favour of an autocratic way of policy implementation which follows a chain of command. These two theories highlighted that administrators are being covered be politicians and that administration as a practice and discipline are dead. This has lead to policies being made implemented first before they are formulated because there are no administrators. This study reviewed that the implementation process of the IEEP is not clear or rather it does not exist; there is little or no transparency on the events that took place between the tabled idea and the implemented policy.Item An analysis of the politics and administration nexus in municipal policy making: a case of Emalahleni local municipality, Eastern Cape(University of Fort Hare, 2016) Yawa, Mxolisi MaxsonThis research entitled, “AN ANALYSIS OF THE POLITICS AND ADMINISTRATION NEXUS IN MUNICIPAL POLICY MAKING: A CASE OF EMALAHLENI LOCAL MUNICIPALITY, EASTERN CAPE was aimed at assessing the challenges encountered by both political office bearers and public office bearers in policy making. Using a qualitative research approach that consisted of in-depth semi-structured interviews fused with secondary data, the study established that several factors act as barriers in realizing the politics administration relationship in the municipality. External interference in municipal appointments, cadre deployments and overlapping roles of political office bearers create antagonistic relationships between the two offices. The study, however, recommended that cadre deployment should be abolished to realize a fair and free appointment of officer bearers. External interference from high political offices should be dealt with to enhance the autonomy of the Municipal Manager and that of Executive Mayor. There should be monitoring and evaluation of the roles and duties of officials and political office bearers to avoid overlapping functions.Item Assessing the effect of absenteeism in the Eastern Cape department of health.(University of Fort Hare, 2015) Simon, NobuzweMany South African organizations are experiencing high absenteeism rates, which organizations can ill afford. As a result absenteeism continues to cost South African organizations and the government huge amounts of money every year despite numerous attempts by employers to reduce it. Dealing with absenteeism in the workplace requires tact and proper understanding of the underlying causes of absenteeism. Absenteeism can be defined as a specific employee’s unavailability for work. It is the term that generally refers to unauthorized/authorized scheduled employee absence from the workplace. Absenteeism in employment law is the state of not being present that occurs when an employee is absent or not present at work during normally scheduled work period. The Department of Health is a public entity and has the responsibility to provide quality health services to the community. The Government has introduced a service delivery mechanism which is enshrined in the White Paper on the Transformation of the Public Service in 1997, through the Batho Pele Principles which is to guide the Department of Health on the needs and goals of the citizens of the Eastern Cape Province that the Department of Health should be serving. In any organization all employees are provided with various benefits such as vacation, maternity, paternity, compassionate and sick leave in accordance with the organizational policy which is sanctioned by legislation such as the Basic Conditions of Employment Act 75 of 1997. Sick leave, through legitimately sanctioned, has how ever been open to some abuse. All organizations has contingency plans to facilitate the continuous provision of efficient service delivery where staff shortage occur, resulting from the sanctioned absenteeism. The public service has also been characterized by high levels of absenteeism. Schultz, Nel, Gerber, Hassbroek, Van Dyk and Werner 50 (2001:582) define absenteeism as withdrawal of levels of productivity and collegial interaction for a given time to escape a perceived undesirable working environment. This behavior is disruptive to continuous organizational efficiency. Absenteeism is found in two forms that are avoidable and unavoidable. In the unavoidable form of absenteeism, the situation is unplanned and are governed by external factors, thus it is beyond one’s control and has to be managed differently. Control of absenteeism can be excised by the immediate manager through the human resource section regarding the duration and terms of absence pertaining to salary and terms of services. This study will focus on the effect that absenteeism can have on the implementation and maintenance of a client – centered service delivery culture, as portrayed by the Batho Pele Principles in the Eastern Cape Department of Health. The Eastern Cape Department of Health is suppose to be rendering essential service to the communities and therefore, it needs to be committed and self-sacrificing public service and provide high quality service to the Eastern Cape society.Item Assessing the efficacy of integrating human resource development with organization strategy as a precursor to strategic management in the Eastern Cape legislature (2006- 2012).(University of Fort Hare, 2014) Matomane, Nyanisile FriscoThis research article studies the factors that are likely to affect the visible part of human resource development (HRD) – the use of HRD activities in the Legislature Sector. It is argued that the active use of HRD activities as such does not indicate the role HRD plays in a Legislature’s business: rather, one has to pay attention to HRD orientation that captures the paradigm of an organization as regards the development of people. In this empirical study of Legislature Sector, several factors related to the organization, strategy, HRD function, and HRD person are identified as meaningful predictors of HRD orientation. Results imply that the outcomes of HRD are also dependent on factors outside the traditional authority of HRD function. The model that is formed based on the results helps those involved in HRD to understand the inherent linkages and holistic nature of people development in organizations.Item Assessing the impact of HIVand AIDS on employee performance and service delivery in Cecilia Makiwane hospital Eastern |Cape: (2005-2007)(University of Fort Hare, 2009) Tuswa, NoxoloThe study aims at assessing the impact of HIV and AIDS on job performance of individual and thus service delivery. It is conducted in Cecilia Makiwane Hospital and focuses on HIV positive individuals with disclosed status of HIV during the period 2005 - 2007. The sample consists of twenty respondents chosen on the basis of their willingness to participate in the study. Management of the hospital, Employee Assistant Program Manager also participated in the study. Data was collected through focus group and individual interviews. Data analysis was done through the use of coding and thematic assessment, graphs and tables used to enhance analysis and interpretation. Findings revealed that there is correlation between the problem statement and findings of the study, that HIV and AIDS has a negative impact on job performance of HIV positive individual. This was confirmed in responses of 68.7% of respondents who agreed that HIV and AIDS have a negative impact on job performance of individual. Findings further suggest that the prevalence of HIV and AIDS at Makiwane hospital is high on females and shows no difference between single and married women it cuts across the same way. 93.7% of respondents viewed Employee Wellness programmes as contributing positively towards enhancing productivity levels of HIV and AIDS infected individuals, but more education still needed as means of strengthening the effectiveness of the Programme to cover the remaining 6.3% respondents who had different views about EAP. Findings further revealed increased levels of absenteeism of respondents after being diagnosed HIV positive. Absenteeism was seen as a major factor affecting productivity levels coupled with high workload to non infected colleagues. This was seen as straining relations between infected individual, colleagues and supervisors. This was further qualified by responses of Management, EAP and focus group.Item Assessing the role of civil society in poverty alleviation: a case study of Amathole district, (Eastern Cape).(University of Fort Hare, 2015) Ngumbela, Xolisile GideonThe purpose of this study is to conduct an assessment of the role of civil society organizations with regards to poverty alleviation. The study is conducted in Amathole District, Eastern Cape Province. The sample for the study is constituted by 3 civic society organizations (CSO), which are located in 3 local municipalities; namely, Amahlathi (Ikhwezi Women Support Center), Mbhashe (Nyhwara Home Base), and Mnquma (We Care Ministries) Local Municipalities. In terms of the data collection, semi-structured interviews were conducted with 14 officers from these civic society organizations. Concerning the research design, a combination of a qualitative and quantitative research approach was used. Concerning the findings of the study, the following points were noted: the different forms of interventions by civic society organizations, poverty eradication strategies, challenges that were experienced by civic society organizations, and the logical framework versus unexpected changes. It is probably safe to make mention that CSOs in the Eastern Cape portray a positive attitude and willingness to learn to manage the organizations better. The continuing support from the Department of Social Development will go a long way to assist the CSOs to become sustainable, in the context of management and efficient running of these organizations. The study thus concluded that specific benefactor-beneficiary dynamics are crucial for the success of any anti-poverty intervention. A greater need for the robust pro-poor social policy, availability of resources with which to translate it into action, and local entrepreneurial potential do not in themselves bring about success; they must operate in a certain way and be supported by certain principles and commitment for them to become powerful proper vehicle for alleviating poverty
