Abstract

Since the first democratic local government, one of the biggest challenges of municipalities in South Africa has been to ensure that local government is transformed to reflect a developmental character that provides efficient and equitable services to all communities. Mobilising resources and building appropriate institutional capacity have become critical for successful implementation of local economic development initiatives and the provision of services.
