The focus was public transportation, and efforts were made to find an institution that could cover opinions of many passengers regarding their expectations about public transport. The focal point is on the impact of development initiatives by the grass-roots support towards integrated rural development, i.e. development from below. The study has shown that for a sustainable integrated rural development to be realizable and acceptable to local people that they need to be capacitated through the establishment of local institution of empowerment. This will facilitate an effective and efficient participation.Item An investigation of the efficacy of the office of the Auditor-General in ensuring public financial accountability in the Gauteng province(University of Fort Hare, 2007) Khumalo, Mildred TariroIncreasing accountability is a key element in a wide variety of governance reforms, from national level, public sector restructuring, to anti corruption campaigns and to centralise service delivery at local levels. (Van Wyk, 2002:311). Financial accountability has a major effect on performance issues, and these two combined have implications on democratic accountability. It is obviously a fact that when public officials become accountable, this will have a positive effect on service delivery. The introduction of the Public Finance Management Act (PFMA) 1999 (Act 1 of 1999) as amended by Act 29 of 1999 adopts an approach to financial management, which emphasises the need for accountability of results by focusing on output and responsibility rather than the rule driven approach of the previous Exchequer Acts. One quickly realises that the PFMA aims to regulate financial management at both National and Provincial levels of government. It directs attention at revenue, expenditure, assets and liabilities and aims to see that these are managed efficiently and effectively. Public finance accountability is increasingly becoming important in the public sector. One means of effecting accountability is through auditing. For this reason the Office of the Auditor -General through the Constitution of the Republic of South Africa 1996 (Act 108 of 1996 section 216 (1)) was established to facilitate effective accountability through auditing. The Office of the Auditor -General’s role is by no means minor, for it plays a major role in curbing corruption and acts as a ‘watchdog’ of the nation over public funds. Amidst high mismanagement and misuse of public resources, as well as corruption, especially in developing countries, the major question one asks is how effective the Auditor -General can be in ensuring effective public financial management and accountability within state departments so as to improve service delivery.Item A Critical Assessment of Public Private Partnerships as a Viable and Appropriate Institutional Model for the Provision of Water Services in Queenstown(University of Fort Hare, 2007-01) Mengezeleli, SiphoSince the first democratic local government, one of the biggest challenges of municipalities in South Africa has been to ensure that local government is transformed to reflect a developmental character that provides efficient and equitable services to all communities. It however follows that the level of service delivery that such citizens has an irrevocable right to depends a lot on the maintenance of a healthy civil service workforce.Item An Assessment of the Impact of teh Democratisation of Public Management Approaches Through Municipal Service Partnership on Local Economic Development in the Chris Hani District Municipality(University of Fort Hare, 2007-12) Nyama, LennoxLocal Economic Development and Integrated Development Planning are as being inextricably linked. It is critical to ensure that the planning and implementation of a municipality's LED activities are carefully co-ordinated and initiated within the context of the municipal IDP. This is because the IDP is mechanism used to co-ordinate LED with other development strategies adopted by the municipality, so it is essential that LED planning should be closely linked to the IDP to avoid duplication of services. It is suggested in this research, that IDP's assist in promotion of socio-economic development.Item An Investigation Into the Implementation of Intergrated Quality Management Systems (IQMS)in Schools: A Case Study of Six School in Ntabethemba Circuit, Cradock District(University of Fort Hare, 2007-12) Mbaliswano, PhumzileThis study set out to investigate the implementation of Integrated Quality Management Systems (IQMS) in six schools in Ntabethemba Circuit of Cradock District in the Eastern Cape Province. The objectives of the study are: to find out whether those who are charged with the responsibility of implementing the IQMS do understand the policy and procedures inherent in the system, to investigate how IQMS is being implemented in schools, to find out the outcomes of the implementation of IQMS and to present findings and recommendations on the best ways to implement IQMS.Item The implementation of the anti-corruption strategy in the Eastern Cape department of education(2008) Mkabile, ZingisaThe aim of the study is to ascertain whether the Eastern Cape Department of Education has set up the minimum anti-corruption capacity requirements in line with the Public Service, Anti-Corruption Strategy; as directed by a Cabinet resolution of 2003. In the light of the continued prevalence of corruption within the department the study sought to ascertain whether systems exists within the department to deter, prevent, detect and combat corruption. The literature review indicated that the definition of the corruption is as varied as its causes and different types. There is mere agreement in the literature that corruption is the misuse of public power for private gain. AntiCorruption Strategies involve the criminalization of corruption through legislation and the setting up of ant-corruption agencies amongst others. In order to achieve the objectives of the study, two instruments were used to collect data, the mail questionnaire and interview survey. The main findings that came out of the collected data indicated that the respondents were not aware of the departmental anti-corruption strategy. The department has engaged a service provider to draft such a strategy to be ready by the middle of the 2008/09 financial year. It would be advisable for the department to finalise the adoption and implementation of such strategy in the light of the various policy and legislative requirements that have to be complied with.Item An evaluation of the role of trade unions in promoting good governance and service delivery in selected municipalities within Ukhahlamba district in the Eastern Cape (2000-2005)(University of Fort Hare, 2008) Mokhatso, Nthati B BThe main objective of the research was to evaluate the role of trade unions in promoting good governance and service delivery in selected municipalities within Ukhahlamba District in the Eastern Cape. Government has a responsibility of rendering services to all citizens as stipulated in the Public Service Regulations. Trade unions are the stakeholders whose members are directly active in rendering these services. However, the quality of services rendered and the adherence to good governance are dependent on the role these trade unions play. This research focussed on the level of commitment of trade unions to promote good governance and service delivery. It examined how and when trade unions discipline their members and how they struck the balance between the right to strike and the right of citizens to receive basic services. The extent to which members view the importance of knowledge of local government law, municipal byelaws and policies, ensuring prompt response to customer needs, commitment of members to protect council property and attendance of public consultation meetings give a litmus test of the commitment of trade unions in ensuring that municipalities deliver good quality services. In order to accomplish the objectives of the study, a literature review as well as the empirical research was undertaken. In empirical research, one on one interview, focus group interviews and questionnaires were used. The researcher used a sample of 60 respondents for proportional representation and efficiency. These included trade union members and shop stewards from the five municipalities of Ukhahlamba District. Descriptive statistical methods were used to analyse data collected to measure the response to the research question. The research revealed that Trade Unions seemed not to be committed to good governance and service delivery in these municipalities. Generally, there seems to be a lack of understanding of the Constitutional mandate of municipalities among trade union members. The findings attest to the recommendations that there is a need for further research of the role of trade unions in both public and private service.Item Assessment of the impact of Mdantsane urban renewal programme (2002-2007)(University of Fort Hare, 2008) Peter, Ntombentle CordeliaThe study sought to assess the impact of the Mdantsane Urban Renewal Programme (MURP) in Buffalo City Municipality from an analytical perspective of policy making, policy implementation, strategies and results of the programme. The aim was to analyse and evaluate the policy and implementation framework underpinning the MURP within the auspices of the national Urban Renewal Programme (URP). During the course of the study, literature was reviewed with the aim of contextualizing the study, especially given the ‘controversies’ associated with urban renewal interventions globally. As far as implementation is concerned, the institutional mechanisms, the cooperative government imperatives and the community perspectives are highlighted and reported on. Lastly, the study also proposed different policy and implementation options, as well as an implementation model. This model is advocated as an option for local government consideration with the aim of resolving the urban renewal problematique.Item An Assessment of Information Systems Supporting Procurement Reforms in the Eastern Cape Provincial Government(University of Fort Hare, 2008) Bosire, Samuel MAs part of the on going financial management reforms, the South African Government introduced the Supply Chain Management (SCM) Framework. Since 2004, The Eastern Cape Provincial Government embarked on a process of ensuring that procurement reforms wrought by the advent of SCM are seamlessly ushered in. Information Technology (IT) and systems are a sine qua non in supporting the implementation of the SCM Framework.Item An evaluation of the impact of the implementation of legislation on service delivery in selected municipalities within the Eastern Cape Amathole District (2000-2007)(University of Fort Hare, 2008) Pakade, Nosizwe PampiliaImpact is the effect or influence that an event situation has on someone or something. If legislation is impute in local government machinery, services delivery should be the output indicative of the legislation. Evaluating service delivery as witnessed day by day and heard of from the media determines how good, useful, or successful legislation is. Evaluation therefore does not involve looking into compliance only, but performance as having been impacted by the former.
