Item An analysis of Chiradzulu District council's impact on service delivery in Malawi (1998 TO 2010).(University if Fort Hare, 2011-05) Nkasala, Bennet FrancisSince Malawi became independent in 1964, the local government has undergone several transformations. These transformations have all been aimed at making local governments more responsive to the needs and expectations of the citizens they serve. The transformations took centre stage in 1998, when District Councils were established through the enactment of the Local Government Act no. 42 of 1998. Councils (Local Governments) are the spheres of government, situated closest to the people, and considered to be in the best position to provide effective and efficient public service delivery. The assumption is that the establishment of District Councils has apotential to positively impact on service delivery in Malawi. This study, therefore, analyses the impact of Chiradzulu District Council on public services delivery from 1998 to 2010.Item An analysis of community development challenges in three selected villages of Keiskammahoek between 1994 and 2014(University of Fort Hare, 2015) Rawuza, Khangelani WeglandSince the dawn of democracy South Africa has been striving forward in its pursuit to change lives of its citizens for the better. History has revealed that large numbers of people benefited in the programmes the country has set up to improve the living conditions of all people with special emphasis on the previously disadvantaged sections of our country. The country prides itself for the achievements that have been experienced since the first democratic elections in 1994 when the country chose democracy as its badge and a rainbow as its symbol. People from all corners of the country have abandoned their differences, came forward and embraced one another wholeheartedly and united in a shared vision for national progress on an increasingly competitive international stage.Item An analysis of tools and strategies used to promote local economic development in Mnquma Local Municipality.(University if Fort Hare, 2014-02-03) Tsipa, NobulaliThe South African government over the past decade has spent over a billion in development initiatives to alleviate poverty, develop its people and the infrastructure as well as skills development. All these initiatives are done to promote development in our citizens for a well-developed country for if the people of the country are development oriented then the country's economy can gain stability as income will be generated within the country and the active flow of money will be enhanced. The South African government therefore has tools and strategies in place to promote development and skills training for the people, especially those who live below the economy line.Item An evaluation of the impact of the implementation of legislation on service delivery in selected municipalities within the Eastern Cape Amathole District (2000-2007)(University of Fort Hare, 2008) Pakade, Nosizwe PampiliaImpact is the effect or influence that an event situation has on someone or something. If legislation is impute in local government machinery, services delivery should be the output indicative of the legislation. Evaluating service delivery as witnessed day by day and heard of from the media determines how good, useful, or successful legislation is. The principle of participatory budgeting ushers in a broader public forum in which crucial principles in Public financial management such as accountabilitym and transparency are observed, thereby automatically ensuring effective governance. The conflict began with North-South war that started on 18 August 1955. The Torit mutiny, which broke out before the independence from the Great Britain on 1 January 1956, marked the beginning of the first civil war in the country ( 1955-1972), which continued for 17 years, after which the southern region achieved autonomy in February 1972 through the Addis Ababa Agreement.Item Revenue Collection Methods Within Selected Municipalities in the Eastern Cape(University of Fort Hare, 2008-02) Maclean, SindisileThe culture of non-payment of municipal services is not a new phenomenon in South Africa. Prior 1994, payment boycotts were one of the key instruments of resistance against the Apartheid regime, as orchestrated by the liberation architects. Today, though circumstances are different, the culture has incarnated itself as new form, propelled by such pressures as social and economic woes. In addition, community unrest and protests regarding the adequacy and standards of service delivery has contributed significantly towards the culture of non-payment..Item South Africa's International Economic Relations in the Context of the Southern African Development Community(University of Fort Hare, 2006-03-06) Tshetsha, MondeRegional integration amongst the SADC member states is experiencing a fundamental realignment in the post-apartheid era. This dissertation explores the causes of economic inequalities in the SADC sub-region and the subsequent challenges that South Africa is facing as a new democracy. The causes of the inequalities identified are explored in relation to the SADC's most important trading arrangement; the Southern African Development Community ,Free Trade Agreement (SADC FTA).Item The Effectiveness of the Parole System in the Rehabilitation and Social Reintegration of Offenders in the Eastern Cape: Mthatha Community (2004-2007).(University of Fort Hare, 2008-09) Zixesha, AyandaThis study investigated the effectiveness of the Parole system in the rehabilitation and social reintegration of offenders in the Eastern Cape: Mthatha Community (2004-2007). Parole forms part of the total rehabilitation programme of the offender in correcting offending behaviour. It is an incentive for continuous good behaviour and substantial proof of rehabilitation. Parole is also regarded as an aid at the same time it is a mechanism to manage the risk the offender may pose to the community (White Paper on Corrections in South Africa 2005: 50).Item The Impact of HIV/AIDS in Teaching and Learning. The analysis that follows points to the critical importance of viewing the prevalence of HIV/AIDS among educators in relation to the factors that impact on teaching and learning.Item The impact of underspending and overspending on service delivery: A case of the Eastern Cape Department of Education in the 2008/2009 financial year.(University if Fort Hare, 2011-01) Safa, MbuleloThe Eastern Cape Department of Basic Education consumes a huge chunk of the Eastern Cape Provincial Budget and consequently any misspending has an impact on the Provincial Budget. The Eastern Cape Province is one of the rural provinces and has huge service delivery backlogs. _The Auditor-General has over the years given opinions, which indicated that there are no proper controls in the finance management of the Department of Education in the Eastern Cape. This study presents a case study of the Eastern Cape Department of Education in the financial year 2008/2009, to highlight the impact of both under- and over-expenditure in service delivery in the public sector. At the end of the study, scientific solutions are recommended, which the researcher believes can serve as a blue print to assist, not only the department under study, but also the public sector as a whole.
