There is a total absence of how twinning and the projects therein has performed thus far. Without this sort of information, it is impossible to determine the usefulness of such programmes within the department.Item A Review of thr Employee Assistance Programme (EAP) in the Eastern Cape Region of the Pepublic of South Africa Between the Years 2000-2005. (A Case Study of the Department of Agriculture)(University of Fort Hare, 2007-11) Musoke, Aloyisuis KayongaThe main objective of the research was to review the implementation of the Employee Assistance Programme (EAP) In the Department of Agriculture of the Eastern Cape Province. According to the Public Service Regulations, the government has a duty and responsibility to deliver services to all its citizens. It however follows that the level of service delivery that such citizens has an irrevocable right to depends a lot on the maintenance of a healthy civil service workforce.Item Alignment of the Eastern Cape department of local government and traditional affairs strategic plan with Alfred Nzo district municipality integrated development plan for effective municipal service delivery (2007-2009).(University of Fort Hare, 2013) Sogoni, Vuyiswa GertrudeThe study focuses on the relationship and interlinkage between Department of Local Government and Traditional Affairs (DLGT A) strategic plan and Integrated Development Planning (IDP) for Alfred Nzo District Municipality. A provincial Plan should seek to address the needs of citizens within its jurisdiction. To this end, municipalities are directly responsible for service delivery. Provincial plans should guide what municipalities do, in this case DLGT A plays a supporting role in the duties and objectives of Alfred Nzo District Municipality. The DLGT A is not service oriented; it coordinates and ensures that sector departments intervene and provide their relative or relevant services to the municipalities. The study found that the DLGTA strategic plan is not directly linked to Alfred Nzo District Municipality IDP which they seeks to achieve a different constitutional mandate. The time frames within which Alfred Nzo District Municipality and DLGTA develop these two plans are different. This makes it practically impossible to have an integrated and coherent service delivery between the two spheres of government. It is recommended that the timing for the formulation of the two plans should talk to each other. Also, municipal officials should be involved in the formulation of the DLGT A strategic plan and vice versa. This would contribute to a positive relationship between the two plans. History has revealed that large numbers of people benefited in the programmes the country has set up to improve the living conditions of all people with special emphasis on the previously disadvantaged sections of our country. The country prides itself for the achievements that have been experienced since the first democratic elections in 1994 when the country chose democracy as its badge and a rainbow as its symbol. People from all corners of the country have abandoned their differences, came forward and embraced one another wholeheartedly and united in a shared vision for national progress on an increasingly competitive international stage.Item An assessment of socio-economic impact of microfinance on small micro enterprises {SMEs) at the District of Alfred Nzo Municipality in the Eastern Cape(University of Fort Hare, 2010) Dzingwe, Peleka PathekileMicrofinance is not a new phenomenon. Its origin can be traced back to 1976, when Muhammad Yunus set up the Grameen Bank, as experiment, on the outskirts of Chittago University campus in the village of Jobra in Bangladesh. Since then several countries with South Africa inclusive came up and piloted microfinance strategies like Khula and SAMAF in an attempt to reach the poorest of the poor. South African Khula and SAMAF microfinance strategies are distinct replica of Grameen Bank in terms of their methodology and are microfinance wholesalers. The adopted strategies are the agencies of the Department of Trade and Industry who then sell their services to microfinance institutions that are mostly serving SMEs situated in rural areas.Item An Assessment of the Impact of teh Democratisation of Public Management Approaches Through Municipal Service Partnership on Local Economic Development in the Chris Hani District Municipality(University of Fort Hare, 2007-12) Nyama, LennoxLocal Economic Development and Integrated Development Planning are as being inextricably linked. It is critical to ensure that the planning and implementation of a municipality's LED activities are carefully co-ordinated and initiated within the context of the municipal IDP. This is because the IDP is mechanism used to co-ordinate LED with other development strategies adopted by the municipality, so it is essential that LED planning should be closely linked to the IDP to avoid duplication of services. It is suggested in this research, that IDP's assist in promotion of socio-economic development.Item An evaluation of the impact of the implementation of legislation on service delivery in selected municipalities within the Eastern Cape Amathole District (2000-2007)(University of Fort Hare, 2008) Pakade, Nosizwe PampiliaImpact is the effect or influence that an event situation has on someone or something. If legislation is impute in local government machinery, services delivery should be the output indicative of the legislation. Evaluating service delivery as witnessed day by day and heard of from the media determines how good, useful, or successful legislation is. Government has a responsibility of rendering services to all citizens as stipulated in the Public Service Regulations. Trade unions are the stakeholders whose members are directly active in rendering these services. Reports from the Auditor General reflect a Department plagued by poor financial management, lack of internal control systems and poor service delivery. The municipalities are obligated by the Constitution of the Republic of South Africa (1996) to manage the process of Local Economic Development (LED) in order to stimulate social and economic development. Enriched capacity of municipalities to exploit economic prospects for sustainable employment and enterprise growth will lead to the successful and improved welfare of communities around South Africa (SALGA, (2011 ).Item An inquiry into thre cause of voter apathu and its impact on service delivery in Malawi (2000-2010): The case study of government ellections(University of Fort Hare, 2011-05-20) Potani, Harris Stuarts BurroughesThe purpose of the study was to inquire into the causes of apathy and its impact on service delivery in Malawi, with regard to the conduct of Local Government Elections. The intention was to investigate reasons for very low voter turnout as well as why people of high calibre do not compete for office during local government elections. Finally, the target was to suggest strategies for increasing voter turnout and the election to office of well-enlightened and exposed individuals with analytical skills. The study explored what notable scholars have written on the subject matter as a reference point for both causes of voter apathy and possible antidotes. For the field research, using both quantitative and qualitative research methods, the study explored the phenomena from election stakeholders. Focus group interviews, one-on-one interviews, self-administered questionnaires, documentary and observation by the research were the methods used.Item An Investigation Into the Implementation of Intergrated Quality Management Systems (IQMS)in Schools: A Case Study of Six School in Ntabethemba Circuit, Cradock District(University of Fort Hare, 2007-12) Mbaliswano, PhumzileThis study set out to investigate the implementation of Integrated Quality Management Systems (IQMS) in six schools in Ntabethemba Circuit of Cradock District in the Eastern Cape Province. Throughout the research process the role of traditional leaders has shown an unprecedented position during the liberation struggle characterized by huge support in terms of support, manpower political mobilization.Item An analysis of barriers which affect women in leadership positions in Eastern Cape Municipalities. Case study of Amathole District Municipality.(University of Fort Hare, 2015) Nyangiwe –Ndika, WelekaziThe primary concern of the study is to examine leadership challenges confronted by women leaders in Eastern Cape municipalities. International organisations has made a number commitments encouraging gender parity and eliminating imbalance against women in the past three decades, through international platforms. In the World Summit held in 2005, it was recommended that a Platform for Action (1995) and the resolutions of the Twenty Third special session of the General Assembly as a crucial baseline in attaining then internationally agreed development goals, as well as those contained in the Millennium Declaration. (www.ilo.org) In the above forums national decision makers worldwide were urged to apply strategies and programmes which would improve gender fairness, in leadership positions, giving women complete and comparable share in economic, social, cultural and political decision-making as men. South Africa as a role player in the international space also joined the world in endorsing various programmes and strategies which seek to address gender parities and strive to eliminate women oppression especially in public sector.Item An analysis of leadership & management challenges facing school principals In circuit no.12 of the King William’s town district of the Eastern Cape Province.(University of Fort Hare, 2012) Ngangelizwe, Nomakaya OrriendaWithin the South African context, because of political and social changes and the influence caused by these changes on educational structures, the new and high demands are required from school principals. Principals now find it necessary to make choices and take decisions .Unfortunately they are not equipped sufficiently to make careful decisions in meeting constitutional demands (Niehaus & Myburgh, 1999). According to Evans (1997:20) (as cited by Schoeman, 2006) the establishment of suitable institutions is sufficient in keeping a free and democratic society, world events (fascism in Japan, Italy, Germany,1920s-1930s;cold war in Europe, 1940s-1980s are there to remind us that even the best –designed institutions are not sufficient. A free and democratic society is dependent on knowledge, skills and virtues of its citizens (IDASA 1999:2). Brown and Duku, 2008 contend that when SASA was introduced, it was of the idea that it would create a new school governance landscape (Naidoo, 2005). Criticisms are blaming the SASA for the tensions that exist in school governance. SASA is viewed as steeply middle- class in identity and is accused of normalising parental participation in school governance in middle-class terms. Another criticism is on the assumption that parents should have the resources and time to spend on school activities (Dyer &Rose, 2005; Fakir, 2003; Sayed & Soudien, 2005). When criticisms against this Act were taken stock of in the context of socio-economic realities of many communities in rural locations in SA, it is difficult to disagree. The report of the Ministerial Review Committee cited socio-economic related difficulties as paralysing how parents participate in school governance in rural communities (Ministerial Review Study, 2004).Item An analysis of the efficacy of placing ailing municipalities under administration: a case of Mnquma Local Municipality in the Eastern Cape(University of Fort Hare, 2015) Twalo, NondumisoThis research conducts an examination of the efficacy of placing municipalities under administration with the overriding objective of determining the appropriate strategies that can be recommended for improving governance in municipalities. In a bid to achieve this overriding objective, the entire research process was guided by the research objectives and questions that examined; tools used to evaluate the success of provincial interventions, governance of Mnquma Municipality pre and post the intervention strategies which are used for improving municipal governance. Although the secondary research was accomplished through the review and analysis of the relevant literatures and theories, the qualitative research approach was used in the primary research process. The findings of the study indicate that achieving effective municipal governance in South Africa is far from being attained. In terms of the principles for effective governance, the study reveals that the effective implementations of good governance principles in municipalities is marred by factors that include; poor definitions of terms of reference of intervention processes, poor definition of what poor governance in municipalities, lack of evaluation tools for intervention and a process that is highly dependent on subjectivity which subjects it to undue external influence. In the discussions, it was argued that this subsequently contribute poor working environment, non-improving municipal governance, lack of commitment and non-improving quality of service delivery. However, it was noted that there is still ineffective applications strategies which can be used for improving municipal governance in South Africa. While considering the primary and secondary findings of the study, it was recommended that despite all the contrasting views on the intervention, there was a lot of common ground on the strategies that could be used to improve municipal governance which should be implemented in municipalities.Item An analysis of the human resource development strategies for local government: a case of Buffalo City Metropolitan municipality.(University of Fort Hare, 2016) Ncube, NosizoHuman resources are the most important resource in an organisation; they are the ones that provide talent, skills and effort that make organisations what they are. The same applies in local government, even more so because, without human resources the government cannot carry out its mandate. An organisation’s success and effectiveness therefore lies in the people that make up and work in the organization. This study sought to review the human resource development strategies and their impact on local government performance with specific focus on the Buffalo City Metropolitan municipality. The study had an analysis of the legislative framework that gives guidance to the development of skills in local government. It also went on to look at the strategies that are used in local government for human resource development and the challenges that local government municipalities face when it comes to development and implementation of their strategies. The challenges were varied and seem to undermine their efforts; from failure to develop municipal HRD strategies to issues of implementation such as inadequate budgets. The study revealed that the BCMM is one of the municipalities that do not have a specific human resource development strategy but uses a variety of HR strategies to develop its workforce. It was also found that even though the municipality has adequate budgets to implement HRD programs it does not have a mechanism for assessing the impact of these programs on performance. Their performance management system is under the process of implementation hence it is not yet fully functional, so the municipality implements a number of programs but is lacking in terms of return on investment. The study employed the qualitative research approach, which comprised of the use of the analysis of official municipal documents and interviews with key informants from the human resource development personnel as a method of study. The researcher went to greater depths in analysing documents that contained the relevant information to answer the research questions and objectives.
