Abstract
Local government in South Africa is characterized by widespread allegations of unethical conduct, and this has generated concern among citizens, councilors and officials and consequently a search for remedial interventions. The purpose of this research was to identify ethical problems and challenges confronting Eastern Cape local government. The study followed a case study of Buffalo City Metropolitan Municipality. Ethics in the municipal administration has become an important issue of good governance. The lack of ethics by officials and councilors undermines the confidence that people have in the administration of a municipality. The impact of unethical practice in the administration of a municipality is unsupportable in the development of local government, and resulting in a loss of confidence and erosion of public trust. The study attempts to identify the challenges facing the municipality with a view to providing some recommendations.
