dc.description.abstractThe introduction of Community Development Workers (CDWs) by the government into the service delivery chain without proper consultation with the relevant stakeholders has created many problems and challenges at the local sphere of government. The Community Development Workers Programme (CDWP) was launched without a proper institutional framework arrangement to cater for CDWs at the municipal level. Worse more the CDWs were deployed to operate at ward level without consultation and deliberation with inter alia the Department of Local Government and Traditional Affairs, municipalities, ward committees and councillors.
