dc.description.abstractThis thesis focused on indigenous Monitoring and Evaluation (M&E) in South Africa. This is in line with the "73ack to Basics approach JJ within the African Renaissance. It provides the integration of traditional leadership into modern governance through Participatory Monitoring and Evaluation (PME). The conceptual question of the study dealt with the relevance of traditional leaders (Amakhosi) in modern governance. This study was conducted at Uthungulu District Municipality (UD M) in K.ZN focusing specifically in the sphere of rural local government. The study used both primary and secondary data. Empirical (primary) data was obtained through the questionnaire which was distributed among the informants Research findings reveal that municipal authorities are running local governance in rural areas without being held accountable by the communities through Amakhosi. They also show that Amakhosi have an important role to play in modern governance. This is because traditional governance and modern governance complement each other, particularly in the rural municipalities where there is the existence of ubukhosi.
