dc.description.abstractThe Buffalo City municipality remains an aspiring metro although it fulfils all the legal requirements to be a fully-fledged metropole. This is as a result of its state of the economy. It has not yet been ascertained whether the city possesses the capacity to be independent financially. The second element is the management of its own affairs without the assistance of the District Municipality.
