Abstract
This study is about the investigation of community participation in performance management at O.R Tambo District Municipality. Research questionnaires were used to investigate 70 community members of 0.R Tambo, including, councillors, stakeholders, and Chief Officials.
The study was triggered by non- involvement of communities in the IDP road shows, the complaints of slow pace of service delivery and little understanding of the IDP/PMS processes.
The study had the following research objectives: To investigate the level of awareness of communities in the IDP and Performance Management processes.
>- To evaluate the effectiveness of implementation and monitoring in PMS of 0.R.Tambo DM.
>- To establish the role of communities in the review process of the performance management system of O.R.Tambo DM This report presents the findings of a study conducted in planning, implementation, monitoring and review process of O.R Tambo District Municipality Performance Management System (PMS).
The results of this study show that the communities participate in performance management of O.R Tambo.
The researcher hopes that through the adoption of Total Quality Management System and Community Participation Assessment Tool, community participation in municipal IDP and PMS processes will be meaningful
