Abstract
This research is premised on the problem of poor school performance in the Eastern Cape Provincial Department of Education as witnessed in the grade 12 examination results. Eastern
Cape Provincial Department of Education grade12 pass rate is always the lowest of all the nine provincial education departments in the Republic of South Africa. One education district out of the twenty-three education districts in the Eastern Cape has been selected for studying and assessing in-service training needs of school-based educators in this education district. The selected education district being the Grahamstown Education District has been at the middle of the grade 12 pass rate continuum from the worst to the best performing school. The range of grade 12 examination pass rate varies from 0% to 100% from school to school within this education district. There is definitely a need to find out why schools in the same provincial education department differ so widely in their respective grade 12 pass rates.
