Abstract
This supplementary examination paper for PUB 322, "Ethics in Public Administration," assesses students' understanding of ethical principles and their application within the public sector. The examination is three hours in duration and carries a total of 100 marks, with students required to answer any two questions, each worth 50 marks. The paper delves into various facets of public sector ethics, including the four dimensions or sources of ethics (duties, virtues, principles, and benefits to society), requiring discussion with vivid public sector examples. It also explores three philosophical approaches to managing ethics: Deontology, Utilitarianism (or consequentialism), and Virtue Ethics, with a focus on how these can be used to foster an ethical culture and manage public sector ethics in South Africa. Furthermore, the examination requires a discussion of Paine's (1994) distinction between 'compliance-based' and 'integrity-based' approaches to ethics management and their utility in building integrity within the South African public sector.
