dc.description.abstractFor the first time in South Africa's history, a government has the mandate to plan the development of the Further Education and Training system, which is a band that bridges General Education, that is, from grade one to grade twelve and the Higher Education band that is beyond grade twelve, for the benefit of the country as a whole and all its people. The challenge the government faces is to create a Further Education and Training system that will fulfill the vision to "open the doors of learning and culture to all in order to empower the people of South Africa in all facets of life.
