dc.description.abstractAlthough the post-apartheid South African government has instituted a great many developmentally-oriented pieces of legislation and policies, such as the Community Development Workers' Programme (CDWP), in a bid to reverse the injustices of the past and to combat the alarming levels of poverty which still prevail in the country, the local government sector still faces great obstacles, particularly in the rural areas, where service delivery is generally reported to be slow. Their failure to overcome the endemic levels of poverty in South Africa raises serious questions regarding whether the programmes are capable of fulfilling the requirements of their original mandate.
