dc.description.abstractA lot has been said and written about the declining quality of primary education in rural schools. Many· studies on education systems in Zimbabwe show the urgent need for the country to increase the internal efficiency of the primary education system, which is the foundation of children's future learning acquisition. It was the concern of this study to establish factors leading to the declining quality of primary education in one educational cluster.
