Item An analysis of service delivery challenges in the Eastern Cape Province of South Africa: The case of Mnquma Local Municipality(2005-2010).(University if Fort Hare, 2011-09) Cakata, Ntsikelelo WilberforceSince the adoption of the Constitution of the Republic of South Africa, 1996, which identified the three spheres of government as distinctive, interrelated and interdependent, the local government sphere has been seen in many parts of the country to be failing to fulfil its mandate of delivering essential basic services to local communities. The Province of the Eastern Cape has been particularly challenged in this respect with, for example, only nine of the 45 municipalities managing to get financially unqualified audit opinions in the 2009-2010 Auditor-General's report. Numerous reasons have been postulated for the failure of local government in the Eastern Cape and one of the reasons cited is gross corruption, which according to Kanyane (2009:77) has disoriented the ambitions of the democratic government to reconstruct and develop the country for a better life for all.
