It aimed at assessing the effectiveness of the Nyandeni Local Municipality Municipal Public Accounts Committee (NLMPAC) in its discharge of its mandate since its establishment in 2011. Literature reviewed starting from International perspective, African perspective and local perspective, and all across revealed lack of technical and individual capacity as restraining factors to collective approach to oversight.
